I can't find the Threshold option! No problem! Just use the Brightness/Contrast tool. It should be under Color. Just turn the contrast all the way up and you'll get the same effect.
Which is better: Photoshop or Paint Shop Pro? That really all depends on your opinion and which version you own. I recommend PSP if you're just starting out because Photoshop can be a bit difficult to master, but f you're more experienced and serious about digital art, Photoshop might be the way to go.

im havin problems making it look good.
for example...the black line-how do u make it disappear in ps?
another, how do you do the cell?

i try to use ps like a normal pencil or colored pencil.
all in all, awesome tut.
i understood most of it, and could convert most of the commands to ps.
nice and simple too!
i need to start like that.

I don't see why not. All the tools should be there. They're probably in different places and under different tabs, but they should all be there. And if not, there's always plenty of Photoshop tutorials here on dA.
Hmm... err... hard to say. I'm probably more of a n00b at PS than you are. I'm sure you can find about a million different tuts here on dA. Just do a search, and I'm sure you'll find something.
I'm not sure how to get rid of the black line, but I think you do use the pen tool for cell. Either that, or the paintbrush on a certain setting. Okay, I'm probably not helping. If I was more experienced with the version you have, then I'd tell you.
